HB 838 authorizes the interconnection of the Electric Reliability Council of Texas (ERCOT) power grid to grids outside its region. It allows utilities to construct and operate facilities for accessing transmission services and purchasing power from other grids. The Public Utility Commission is tasked with overseeing approvals and ensuring interconnections do not pose significant public health or safety risks. The Act takes effect September 1, 2025.
