HB 839 limits the percentage of state lottery revenues allocated for prize payments to 40% of gross ticket sales revenue per biennium. It retains existing allocations for administrative costs and reserve funds, directing remaining balances primarily to the foundation school fund. These changes apply to fiscal bienniums starting on or after September 1, 2025.
