HB 840 introduces new rules for the removal, relocation, or alteration of monuments and memorials located on public property. Monuments existing for at least 25 years require approval by a two-thirds legislative vote for modifications. It also establishes penalties for non-compliance and expands the authority of the Historical Representation Advisory Committee to oversee monument accuracy and representation. The Act becomes effective on September 1, 2025, or immediately upon a supermajority legislative vote.
