HB 853 requires the Texas Commission on Environmental Quality to conduct analyses for major stationary source facilities in nonattainment areas under the Clean Air Act. These analyses must evaluate alternative site locations, sizes, production processes, and environmental control techniques, considering cumulative impacts. It applies to applications pending on or after the effective date of September 1, 2025.
