HB 859 establishes the Texas Environmental Justice Advisory Council to advise on environmental justice issues. The council will evaluate state agency programs, assess the environmental justice impacts of permits, and develop community action plans for disproportionately affected areas. Reports will be submitted to state leaders, and the council will monitor implementation of action plans. The Act takes effect on September 1, 2025, unless immediate enactment is achieved.
