HB 864 introduces a new procedure for filing writs of habeas corpus based on evidence unavailable at the time of trial. It allows courts to grant relief if the evidence is material to the conviction, was not reasonably ascertainable earlier, and would likely have led to acquittal if presented. The law applies to applications filed on or after September 1, 2025.
