HB 871 updates municipal building codes in Texas by adopting the 2021 International Residential Code and International Building Code as the standard for residential and commercial construction. Municipalities may review amendments made by the International Code Council to these codes after 2021. The Act applies to construction agreements made or initiated on or after January 1, 2026, and requires municipalities to adopt implementing rules by December 1, 2025. The law takes effect on September 1, 2025.
