HB 881 mandates the adoption of a progressive disciplinary matrix for police officer misconduct in municipalities that have not adopted civil service laws under Chapter 143 of the Local Government Code. Municipalities must implement the matrix by March 1, 2026, and align collective bargaining agreements with its requirements. The Bill Blackwood Law Enforcement Management Institute of Texas is tasked with developing model policies and training materials by January 1, 2026. The law takes effect September 1, 2025​.
