HB 896 prohibits peace officers from using chokeholds, carotid artery holds, or similar neck restraints during searches or arrests unless necessary to prevent serious bodily injury or death to the officer or another person. It also mandates peace officers to discontinue such restraints immediately once the threat has passed. The legislation includes training requirements on these prohibitions and on officers' duties to intervene against excessive force and provide emergency medical care. The Act takes effect on September 1, 2025.
