HB 898 is known as the "Texas Sovereignty Act," this bill establishes the Joint Legislative Committee on Constitutional Enforcement to review federal actions and determine whether they exceed constitutional authority. Federal actions deemed unconstitutional by the legislature and approved by the governor would have no legal effect in Texas. The bill also prohibits public funds from being used to implement unconstitutional federal actions and provides for judicial review. The Act takes effect immediately upon sufficient approval or on September 1, 2025​.
