HB 944 establishes the Legislative Economic Analysis Unit to evaluate state agency rules that may have significant economic, social, or cultural impacts. Rules deemed "major" must be validated by the legislature to remain in effect. The unit will also perform cost-benefit analyses and maintain an online database of its findings. The legislation introduces sunset provisions for major rules and specifies the structure and funding of the analysis unit. The act is set to take effect on September 1, 2025.
