HB 947 revises affirmative defenses for certain offenses involving obscene or harmful material toward children. It narrows the scope of defenses available under sections 43.24 and 43.25 of the Penal Code, limiting them to cases involving judicial, law enforcement, or legislative purposes. The changes apply to offenses committed on or after September 1, 2025.
