HB 950 mandates municipalities to provide full municipal services, such as police, fire protection, and utilities, to annexed land within four years of annexation or by September 1, 2029, for land annexed before this law’s effective date. If a municipality fails to comply, affected landowners may seek disannexation. The law takes effect immediately with sufficient legislative support or on September 1, 2025.
