Digest
HB 970 requires pharmacy benefit managers (PBMs) to apply all prescription drug price reductions, such as rebates or discounts, to reduce the cost at the point of sale for health plan enrollees. It also mandates that PBMs reflect negotiated reductions in patient coinsurance calculations. Violations incur civil penalties, and the attorney general may pursue legal actions for noncompliance. The law applies to health benefit plans renewed on or after January 1, 2026, and takes effect September 1, 2025.
