HB 974 caps the salaries of superintendents and chief executive officers of school districts and open-enrollment charter schools at the annual salary authorized for the governor of Texas. Bonuses are included in the cap, while allowances and stipends are excluded. The law applies to employment contracts entered into on or after September 1, 2025.
