HB 987 proposes amending the Local Government Code to reduce the time for municipalities to grant or deny building permits from 45 days to 30 days. If municipalities fail to comply within the prescribed timeframe, they are prohibited from collecting or retaining permit fees and must refund any previously collected fees. This bill eliminates an option for municipalities to provide notice of delay while maintaining provisions for agreements between municipalities and applicants to extend deadlines.
