HB 995 revises the Texas Penal Code regarding defenses to prosecution for offenses involving material or conduct harmful to children. It removes certain affirmative defenses for scientific, educational, or governmental justifications in distributing or exhibiting potentially obscene materials to minors. The legislation introduces a defense for law enforcement or judicial officers performing official duties and limits other affirmative defenses, effective September 1, 2025.
