HB 996 allows individuals under 25 years old who have been convicted of certain non-violent misdemeanors or felonies to petition for an order of nondisclosure of criminal history records after completing their sentences. Exclusions apply to offenses involving serious crimes, such as family violence or those requiring sex offender registration. Individuals must wait two years post-sentence for misdemeanors and five years for felonies to file the petition. The law aims to facilitate rehabilitation and reintegration into society and takes effect on September 1, 2025.
