HCR 106 establishes a new procedure for enrolling bills in the Texas Legislature, effective in the 90th Regular Session. It mandates that once a bill has passed both houses, it will be assigned a Texas Legislative Act number, which will replace the originating bill number in official references. The Act number will be included on the enrolled bill, while the original bill number may only appear in the certification of passage. This number will also be published and maintained in the electronic legislative information system​.
