HCR 112 urges the U.S. Congress to allow U.S. citizens to use REAL ID cards as valid travel documents for entry into the United States at land and sea ports of entry. Currently, travelers must present a passport or another travel document compliant with the Western Hemisphere Travel Initiative (WHTI), while REAL ID cards are not recognized for this purpose. Since the REAL ID Act of 2005 already requires applicants to provide proof of citizenship or lawful status, the resolution argues that REAL ID cards should be accepted as sufficient evidence of identity at border crossings. The measure highlights that this change would streamline travel for millions of U.S. citizens entering Texas from Mexico while maintaining border security standards. The resolution calls on the Texas Secretary of State to transmit copies of this resolution to the President of the United States, the U.S. Congress, and the Texas congressional delegation, requesting that it be included in the Congressional Record.
