HCR 65 honors the life and legacy of Tracy Lee Vincent, a respected resident of Longview, Texas. Born in Jacksonville on January 12, 1958, Mr. Vincent was deeply involved in his community and political activities. He had a successful career in telecommunications and was a dedicated member of Rose Heights Church in Tyler before moving to Longview in 1995. He played an active role in local politics, serving as chair of the Republican Party of Gregg County from 2017 to 2019, a Republican precinct chair, and a delegate to the Republican National Convention. He was also involved in organizations such as East Texans for Liberty Political Action Committee and We The People-Longview. A devoted husband to his wife, Donna, he was the proud father of seven children, 15 grandchildren, and one great-grandchild. Known for his love of hunting, fishing, storytelling, and pranks, he was a man of strong faith and a member of Mobberly Baptist Church.
