HJR 109 proposes a constitutional amendment to revise certain organizational and procedural aspects of the Texas Legislature. It introduces an "organizational session" for the legislature, to be held at noon on the second Tuesday in December of each even-numbered year. This session would allow members to be sworn in, elect officers, and adopt procedural rules, but no other legislative actions would be permitted. The resolution specifies that the duration of the organizational session does not count toward the maximum duration of a regular legislative session. It also modifies the start date of legislative terms for senators and representatives to align with the organizational session and simplifies rules regarding legislative proceedings during regular sessions. If approved, this amendment will be presented to voters during the election on November 4, 2025.
