HJR 130 proposes a constitutional amendment to establish an individual's right to personal reproductive autonomy in Texas. The amendment explicitly states that the state may not restrict or prohibit this right, including the ability to obtain an abortion on or before 24 weeks post-fertilization. It also allows for abortions beyond 24 weeks if necessary to preserve the life or health of the pregnant individual or under exceptions provided by general law. Additionally, the amendment guarantees the right to obtain and use contraception. If approved by the Texas Legislature, the amendment will be submitted to voters on November 4, 2025, for approval or rejection​.
