HJR 132 proposes a constitutional amendment to limit Texas' extraterritorial criminal jurisdiction by prohibiting the state from prosecuting or convicting a person for conduct that occurred exclusively in another state if that conduct was legal in the state where it occurred. The amendment ensures that individuals cannot be charged in Texas for actions taken entirely in a different jurisdiction where those actions are lawful. If approved by the Texas Legislature, the amendment will be submitted to voters on November 4, 2025, for approval or rejection​.
