HJR 137 proposes a constitutional amendment allowing the Texas Legislature to authorize and regulate casino gaming and sports wagering. It also mandates that Texas negotiate Tribal-State gaming compacts with the three federally recognized Indian tribes in the state to allow Class III Indian gaming on tribal lands. If approved by the Legislature, this amendment will be placed on the November 3, 2025 ballot for voter approval​.
