HJR 137 proposes a constitutional amendment allowing the Texas Legislature to authorize and regulate casino gaming and sports wagering. The amendment requires casino and sports wagering operators to obtain licenses and pay application fees. It also sets a state tax rate of up to 15% on casino gaming and sports wagering revenue and prohibits additional local or state taxes beyond general business taxes. The measure limits casino gaming to onsite gaming at licensed casino facilities, with the total number of casino licenses capped at 10. It also mandates that Texas negotiate Tribal-State gaming compacts with the three federally recognized Indian tribes in the state to allow Class III Indian gaming on tribal lands. If approved by the Legislature, this amendment will be placed on the November 3, 2025 ballot for voter approval​.
