HJR 140 proposes a constitutional amendment restructuring the State Commission on Judicial Conduct by reducing its membership from 13 to 9 and altering its composition. It also strengthens the commission’s authority to issue public sanctions and expands the Texas Supreme Court’s power to suspend judges indicted for felonies or official misconduct. The proposed amendment will be on the ballot for the November 4, 2025, general election.
