HJR 151 removes restrictions on how the Texas Legislature organizes its business during a regular session. It allows each legislative chamber to determine its own order of business without requiring a four-fifths majority vote, as currently mandated. If approved by voters, this amendment will take effect following the November 4, 2025, election​.
