HJR 156 proposes a constitutional amendment that would authorize the Kickapoo Traditional Tribe of Texas to conduct gaming operations through a gaming compact with the state. The resolution allows the tribe to execute a compact without requiring the governor's approval beyond receiving a copy of the executed agreement. If gaming, such as video lottery terminals or slot machines, is legalized within 200 miles of the tribe’s reservation, the resolution grants the tribe the same gaming rights, including mobile gaming, under equal regulatory conditions. The compact establishes terms for gaming operations, licensing, revenue sharing, and oversight by both the tribal government and the Texas Secretary of State. Additionally, it prohibits state taxation on tribal gaming operations beyond rates imposed on other gaming facilities. The amendment must be approved by voters in the November 4, 2025, election​.
