HJR 164 proposes a constitutional amendment to prohibit the Texas Legislature from imposing a vehicle mileage tax or fee based on the number of miles a motor vehicle travels in the state. If passed by the legislature, this amendment would be submitted to Texas voters for approval in the general election on November 4, 2025.
