HJR 169 proposes a constitutional amendment to create two state funds—the Permanent Instruction in Manufacturing and Technical Workforce Operations Fund and the Available Instruction in Manufacturing and Technical Workforce Operations Fund—dedicated to supporting capital projects and equipment purchases for select institutions within the Texas State University System. The Permanent Fund will consist of state appropriations, investment earnings, and private donations, while the Available Fund will receive annual distributions from the Permanent Fund to be managed by the Texas Comptroller of Public Accounts. The Texas State University System Board of Regents will oversee the use of these funds. The funds may be used for land acquisition, construction, major repairs, instructional equipment, and digital resources but cannot be allocated for athletic facilities or auxiliary enterprises. Eligible institutions include Lamar Institute of Technology, Lamar State College–Orange, Lamar State College–Port Arthur, and any new institutions added to the Texas State University System after January 1, 2026, if approved by a majority vote of the legislature. An initial $750,000 deposit from the General Revenue Fund will be made on January 1, 2026, to establish the Permanent Fund. The proposed constitutional amendment will be placed on the November 4, 2025, ballot for voter approval.
