HJR 188 proposes a constitutional amendment creating the Local Government Water Redevelopment Fund, a special fund in the Texas state treasury. The fund would consist of money from legislative appropriations, dedicated revenue sources, earned interest, and private gifts or grants. The amendment will be placed on the November 7, 2025 ballot for voter approval​.
