HJR 192 proposes a constitutional amendment that limits the governor’s ability to call multiple special legislative sessions. Under the proposed amendment, the governor may call one special session per legislative biennium without approval. However, for any additional special sessions within the same biennium, the governor must obtain written approval from at least two-thirds of the members of both the House of Representatives and the Senate. If approved by the Legislature, this amendment will be placed on the ballot for voter approval in the November 4, 2025, election.
