HJR 56 proposes a constitutional amendment authorizing the legislature to set lower limits on the maximum appraised value of residence homesteads (capped at 102.5%) and other real property (capped at 108%) for ad valorem tax purposes. It also makes permanent the current limits on appraised values for non-homestead real property.
