HJR 81 proposes a constitutional amendment allowing the legislature to dedicate money received by the state, or money held in state accounts, for specific purposes through general law. This money may not be used for other purposes unless explicitly authorized by a subsequent law passed with a two-thirds majority in both legislative chambers. The amendment applies to appropriations and expenditures starting in the fiscal year beginning September 1, 2027.
