HJR 86 proposes a constitutional amendment authorizing the legislature to establish a special district, named the District of Austin, from all or part of Travis County to serve as the seat of state government. This would allow the legislature to govern the district and enact local laws to manage its operation, including governance by an officer or governing body as determined by law.
