SB 1003 amends Section 39.554(f) of the Texas Utilities Code to revise the compensation method for owners of distributed renewable generation in areas outside of ERCOT. It permits the Public Utility Commission to approve alternative methods for compensating such owners for electricity generated that offsets their consumption, or for any excess electricity credited to them during a billing period. The Act is set to take effect on September 1, 2025.
