SB 1028 updates the qualifications for serving on the board of directors of municipal utility districts located in counties that border Mexico and have a municipality with a population over 500,000. For these districts, a person must meet general eligibility criteria and be a qualified voter within the district. The act applies only to board members elected or appointed on or after September 1, 2025.
