Digest
SB 1046 modifies the composition of the Health and Human Services Commission (HHSC) Executive Council by adding at least one parent or guardian of a child with a disability who is a Medicaid recipient to the council. This parent or guardian may include those whose children receive services under a Medicaid waiver program. Additionally, the bill allows the executive commissioner to appoint other individuals as deemed necessary. The appointed parent or guardian, along with any additional appointed members, will not receive compensation but will be reimbursed for travel expenses incurred while conducting council business. The bill requires the executive commissioner to make the new appointment as soon as practicable after the law takes effect on September 1, 2025.
