SB 1083 allows indigent individuals arrested in counties with populations exceeding 2.5 million (such as Harris County) to have an attorney appointed solely for their initial magistrate appearance. The attorney’s representation ends after the magistrate hearing unless the court formally appoints them for the rest of the case. The bill only applies if the county funds the program.
