SB 1139 mandates that senior independent living communities ensure the operability of elevators and related equipment following a power outage. The bill requires these communities to contract with an outside vendor to restore elevator function within 72 hours of a power failure. It also authorizes administrative penalties of up to $1,000 per day for the first five days of noncompliance and $5,000 per day thereafter​.
