SB 115 creates civil liability and prohibits governmental funding or health plan coverage for gender modification procedures and treatments, except for specific medically necessary cases involving genetic disorders of sex development. It holds healthcare providers and insurers strictly liable for associated lifelong medical and mental health costs resulting from such treatments. Public funds cannot be used for these procedures, and state health plans are barred from covering them.
