SB 1166 authorizes the commissioners courts of counties that meet specific criteria—those with a municipality of at least 500,000 residents and located on an international border—to regulate the operation of junkyards, automotive wrecking and salvage yards, and recycling businesses in unincorporated areas. It prohibits any county regulations that conflict with existing state laws governing these businesses, including those in the Transportation Code.
