SB 1179 increases regulations on chemical distribution facilities that store and distribute benzene and other volatile organic compounds (VOCs). The bill mandates the installation of state-of-the-art emission control devices, such as thermal oxidizers and carbon absorption systems, to reduce air pollution. It also requires continuous air quality monitoring in nearby communities, with real-time data reporting to the Texas Commission on Environmental Quality (TCEQ) and public access to this data online. Additionally, the bill introduces quarterly compliance audits, stricter inspection requirements, and penalties for violations. Funds from penalties will be deposited into a newly created Community Environmental Remediation Fund, which will finance remediation projects in affected communities.
