SB 1249 establishes a Certified Caregiver Pilot Program in the Borderplex workforce development area to provide after-hours child care for single-parent households participating in short-term workforce training programs. The Texas Workforce Commission will administer the program, which will assist licensed child-care facility employees in obtaining a new state certified caregiver license to provide in-home child care services outside of regular working hours. The program will subsidize child care for 30 eligible single-parent households for up to six months. To qualify, parents must already receive child-care subsidies, be enrolled in or agree to enroll in a workforce training program, and demonstrate a need for child care outside normal working hours. Certified caregivers will be eligible for subsidized payments through the state's child-care assistance program. The commission must submit a report on the program’s effectiveness, costs, and completion rates by December 1, 2028, and the program is set to expire on September 1, 2029.
