SB 138 revises the procedures for state agency rule adoption. It removes certain exceptions from compliance with statutory requirements, making rules voidable if not adopted in substantial compliance with these requirements. The bill allows for contesting noncompliant rules within two years of their effective date and applies only to rules proposed after its enactment.
