SB 145 eliminates current restrictions on eligibility for early voting by mail, making all qualified voters eligible. It removes criminal offenses related to the solicitation and distribution of mail ballot applications and adjusts procedures for applying, processing, and delivering early voting ballots. Provisions take effect for elections ordered on or after September 1, 2025.
