SB 1736 permits the collection of a convenience fee for processing electronic payments on motor vehicle retail installment contracts. The fee must be reasonably related to the actual processing costs and cannot exceed the lesser of $10 or 5% of the payment amount. The bill also requires that buyers be informed of the fee in advance and be given the option to make payments via non-electronic methods without incurring a fee.
