SB 1769 directs TxDOT to enter into a public-private partnership to develop a high-speed rail system connecting Houston and Austin. The bill requires the project to be built, maintained, and operated by a private entity under a comprehensive development agreement. It repeals a provision of the Transportation Code that previously restricted state funding for high-speed rail projects​.
