SB 1908 directs the Texas Higher Education Coordinating Board (THECB) to conduct a study on the feasibility of implementing a statewide system for coordinating clinical training placements for students enrolled in higher education institutions. The study will assess the need for regional portals that could assist in reserving clinical rotations at healthcare facilities. Specifically, it will determine the number of regions required, the cost of establishing the portals, and the necessary staff and resources for their operation. The findings and any legislative recommendations must be submitted to the Governor, the Lieutenant Governor, the Speaker of the House, and relevant legislative committees by December 1, 2026. The study’s provisions will expire on September 1, 2027​.
