SB 1911 restricts the issuance of new permits that authorize direct discharge of wastewater, effluent, or pollutants into certain protected stream segments, assessment units, and drainage areas in Texas. The restriction applies to water bodies with historically low phosphorus levels and requires at least 10 water quality samples over the past decade to qualify for protection. However, the bill exempts municipalities and river authorities from the prohibition, allowing them to continue discharging under new or amended permits​.
